It’s important to note that these are not “rent-a-cops” they are actual duly sworn police officers whose precinct is the University of California at Los Angeles. Even more chilling, the officers did not violate written policy, which provides that a passive individual can be subjected to “pain compliance techniques” under a “totality of the circumstances” discretionary authority which may include but is not limited to any specific facts. Such pain compliance can be continued until “the officer determines that full compliance has been achieved.”
